Should i sue this person to pay the bill of my car totaled?

i had an car accident in the 24th of this month. it was the other guy's fault. he went/didn't stop on the stop sign. and my car hited his car. i was on the freeway. and it was the worse night of my life ever. my car is screwed, and the other guy he DID NOT have any insurance for his car. but luckly thank god, i got uninsured motorists on my own insurance. but my insurance would only pay for my car and meds bills. so i gotta pay the car totaled fee out from my own pocket, and im a college student, the fee for the car being towing is around 600 dollars by towing from and accident, and now to my place. and if i dont bring my car back or take it to somewhere else. the car totale company will charge me 21 dollars a day. and i spoke to the owner of the car totaled company, he told me the person that involved in this accident with me(the guy that blow off the stop sign, and didn't have insurance) he's just an crack-head, i probably wont take anything from him even if i sue him. and now im so pissed, because of some irresponsible crackhead driver did not have insurance, that almost took my life from me. and put me into this. AND now i had take the money out from my own pocket to pay the car totaled bill. i've wish he was died in that accident. and please excuse me. but anyway, what im thinking right now is that if i sue him, and he does not have anything to pay me or i can take from, can i ask the judge to transfer the car totaled company bill to the otherday instead of me? and i dont have the money to hire a lawyer, i'll probably just bring him the an small claim court.
