Red light speed camera how do they work? Please help!?

The laws vary by state, but to mu knowledge, an actual person has to look at each picture & enter the license plate number into the computer to identify the car. If the plate is not readable for some reason, nothing else they can do. Now, weather the driver is identifiable or not varies.....
