I was evolved in a hit and run, but i later found the car that hit me.?

i was not in my car at the time it happened, but i did see it out the window of my apartment. they drove off and i didn't get the license plate. estimated cost was around $3000. 2 weeks later i saw the same car in my apartment complex. called the police and filed a second police report. my insurance wont cover it because i don't have uninsured motorist coverage and they tell me he does not have insurance either. what are my options?
